ELDT and CDL License Process in New York: A Step-by-Step Guide for Future Commercial Drivers
ELDT and CDL License Process in New York: A Step-by-Step Guide for Future Commercial Drivers
If you’re planning to pursue a commercial driving career in New York, understanding both the Entry-Level Driver Training (ELDT) requirements and the full CDL licensing process is crucial. Getting your CDL isn’t just about passing a driving test—it’s about meeting strict federal and state regulations designed to ensure safety on the road.
This comprehensive guide walks you through everything: what ELDT is, why it matters, and how it fits into the broader CDL licensing journey in New York State.
What Is ELDT and Why Does It Matter?

ELDT, or Entry-Level Driver Training, is a federal training standard implemented by the FMCSA (Federal Motor Carrier Safety Administration). As of February 7, 2022, anyone applying for a Class A or Class B CDL, or certain endorsements like HazMat (H), Passenger (P), or School Bus (S), must complete ELDT before testing.
This training ensures all new commercial drivers have the foundational knowledge and skills to operate safely. ELDT is split into two parts:
- Theory Training: Covers safety regulations, vehicle operation, and defensive driving. It can be completed online or in a classroom.
- Behind-the-Wheel (BTW) Training: Conducted in-person in a vehicle similar to the one you’ll drive professionally.
ELDT must be completed through a provider listed on the FMCSA’s Training Provider Registry.
Overview of the CDL Process in New York

To legally operate a commercial motor vehicle (CMV) in New York, you must follow the state's multi-step licensing process:
Step 1: Determine Which CDL You Need
Step 2: Get Your Commercial Learner’s Permit (CLP)
Step 3: Complete ELDT
Step 4: Schedule and Take the Road Skills Test
Step 5: Apply for Your CDL
Step 1: Determine Which CDL You Need
- Choose your license class based on what you plan to drive:
- Class A: Combination vehicles (e.g., tractor-trailers)
- Class B: Single vehicles over 26,000 pounds (e.g., buses, straight trucks)
- Class C: Vehicles designed to transport 16+ passengers or hazardous materials
Step 2: Get Your Commercial Learner’s Permit (CLP)
Before you can drive a CMV, you need a CLP:
- Be at least 18 years old (21 for interstate driving or HazMat)
- Pass a written knowledge test
- Submit proof of identity, legal presence, and residency
Once you have your CLP, you’re allowed to drive a CMV while accompanied by a qualified CDL holder.
Step 3: Complete ELDT
This is where ELDT comes into play. You must complete ELDT before taking the CDL road skills test. Online Traffic Safety offers FMCSA-approved ELDT courses that are fully online and self-paced.
We automatically report your completion to the FMCSA, so you can move on to the next step without delays.
Step 4: Schedule and Take the Road Skills Test
After completing ELDT and holding your CLP for at least 14 days, you can schedule your road test. The test includes:
- Pre-trip inspection
- Basic control skills
- On-road driving exam
- Pass all three to qualify for a full CDL.
Step 5: Apply for Your CDL
Once you’ve passed the road test, you’ll return to the DMV to finalize your CDL application. Bring your test results, any required documents, and payment for fees. Your photo CDL license will be mailed to you.
ELDT for Endorsements

Endorsements expand your driving privileges. If you’re pursuing any of the following, ELDT is mandatory:
- Hazardous Materials (H): Requires only theory training. Includes instruction on safe transport, security, and handling of hazardous materials.
- Passenger (P): Requires theory and behind-the-wheel training focused on safely transporting passengers.
- School Bus (S): Builds on P endorsement with training specific to school transportation.
After completing the required training, your provider will update the FMCSA registry, allowing you to test for the endorsement at the DMV.
